What is This Construction on Route 9 in Berkeley Township, New Jersey?

It’s that time of year again as we slowly begin to come out of the grips of winter and more projects begin to take place outdoors. Some planned and some at the spur of the moment out of necessity.

Today as I was traveling along Route 9 heading south I ran into this project on the side of the roadway and thought to myself, as maybe you did, what exactly is going on here? Is the utility work, like a wire problem.....maybe even communications? Or was this possibly an infrastructure situation, like a problem with the roadway, although a lot of digging to be fixing potholes. I thought could this be underground piping or wiring?
