Clowns, like the thought of another season of Keeping Up With the Kardashians, are one of those things that can scare the bejesus out of people.

That's definitely the case in Green Bay, Wisc., where a clown carrying a bunch of black balloons was spotted on a street around 2 a.m. Tuesday.

Photos of the clown circulated on Facebook, where the clown even has his own page.

Some Facebook commenters claim the clown may be part of a movie shoot, but that has not been confirmed.

Police have fielded calls about the clown, but say there's pretty much nothing they can do.

"A person can walk down the sidewalk dressed however they want as long as they're in a place they legally can be, and they're not in a place that has a closing time, like a park," said Captain Kevin Warych with the Green Bay Police Department. "This person is not breaking the law," he added. "At the end of the day, it’s just a person walking around in clown costume."

Yes, he may not be breaking the law, unless, of course, you consider preventing people from ever sleeping again is a crime.
