The Red Balloons are all Over Ocean County

Today is Halloween, and I think last night the "mischief" was tying the red balloons all over Ocean County in the sewer drains. On my way to work this morning, I kept seeing them - am I dreaming?

You will find these because of the movie "IT". Just as long as Pennywise isn't down there. The remake of this movie came out this year - Pennywise the character from Stephen King's 1986 horror novel. Here's a clip from the new "IT" recently in theaters:
