Heroin is a problem around the world, the United States and here in New Jersey. In the latest survey, by the State, the top towns were released in the Garden State. We took this data from a recent Patch article and broke it down to the Top 10 here in Ocean & Monmouth Counties. Toms River tops the list of Shore towns. Seven towns from Ocean County made the list and three from Monmouth County made our Top 10.
