After months of fruitless investigation, a sexual assault that victimized a 14-year-old Manchester girl last June leads to the arrest of a Toms River 25-year-old.

Eugene Richardson was taken into custody just before midnight Saturday outside the Ocean County Library in Toms River, according to information from the office of County Prosecutor Joseph Coronato.

Authorities say that Richardson's apparent loitering outside the library prompted Toms River Police Officer Michael Carraday to question him, establish his identity and run a computer check that listed Richardson as wanted in connection with the June 2013 attack. .

According to authorities, Richardson's DNA appeared in data compiled from a sexual-assault examination that the victim underwent immediately after reporting it to police.

The results reached the Prosecutor's Office from the New Jersey State Police Laboratory on October 4.

A warrant was issued for his arrest on October 16, on charges of sexual assault and endangering the welfare of a child. Ocean County Superior Court Judge James Blaney set Richardson's bail at $150,000 with no option for release on payment of 10 percent.

Nicole's Law was implemented, barring Richardson from contact with the victim.
