Why anyone would need four cell phones while walking through a neighborhood at 5 AM is anyone's guess. Toms River police were interested in where they came from, and whether any others are missing.

Brian Salters, 39, of Toms River, was arrested early Thursday morrning on drug and burglary counts. A report filed by Officer Anthony Clapps stated that his presence on William Terrace just before dawn appeared suspicious.

The phones, and a large amount of loose change, became apparent during an encounter that the officer initiated. So did a quantity of heroin and a hypodermic syringe, according to police.

Township Detectives Mark Bajada and Pat Jacques subesequently determined that the phones and coins came from several cars.

Salters was released on bail after booking. Bajada urges anyone with information relevant to this case to reach him, 732-349-0150, ext. 1241.
