If approved by the state Senate for the six-year appointment the Republican from Eagleswood would have to resign as Freeholder, a position Kelly has held since 1993.

The Asbury Park Press reports the front-runner to replace Kelly is Lacey Mayor Gary Quinn, according to County GOP Chairman George R. Gilmore.

Kelly would be responsible for determining whether state prison inmates are ready to transition back into society after completing their sentences, according to the Asbury Park Press.

Kelly has served as the Freeholder Board's director of law and public safety for more than 20 years, but does not have a formal background or education in law enforcement or criminal Justice, according to the Asbury Park Press.

Parole Board members reportedly earn more than $100,000, far more than the $30,000 stipend Kelly earns as a Freeholder.
