An attorney for a New Jersey state trooper is disputing a charge his client used excessive force during an
arrest three years ago.

Charles Sciarra  is holding a news conference Thursday to discuss the charge against Richard Wambold. Wambold and another trooper were seen in a video throwing James Bayliss to the ground, kneeling on him and punching him several times in the face during a traffic stop in Warren County in May 2009.

The video surfaced this month in a story by The Star-Ledger of Newark.

 

 

Sciarra says Wambold was initially cleared of using excessive force and has been promoted two times since the incident.

State police confirm that they brought administrative charges of unreasonable use of force against the two troopers on March 23.
