Luis Quintana, 37, of Toms River, and Robert Sammis, 31, of Bayville, were charged Thursday in the aftermath of a probe that township police say yielded 162 folds of heroin and about a half-ounce of cocaine.

Police said that a concerned citizen told Lieutenant Patrick Ganley of someone driving behind the self-wash area of Lacey Car Wash on Route 9, leaving the car, entering the woods, placing an object down, then leaving in a newer-model Mustang.

Ganley searched the woods and found a jar with heroin and the bag of cocaine inside, police said. They estimated the street value at $2,500.

The Mustang returned, with another car trailing, and the driver, Quintana, was confronted while he was looking for the drugs, police said, adding that he had been living at the Lacey Inn on Route 9 in Forked River.

Quintana was charged with possession and intent to distribute, and was lodged in the Ocean County Jail on $75,000 bail.

Police allege that Sammis, an occupant of the second car, was there specifically to buy the heroin. They charged him with loitering or wandering to obtain a controlled dangerous substance and discovered a no-bail warrant against him for allegedly violating the Intensive Supervision Program under terms of his parole from an unrelated crime.

Sammis was placed in the Ocean County Jail with no bail option.
