A traffic stop for motor vehicle violations in Manchester leads to the arrest of four Ocean County residents on drug charges and other offenses. Police said they allegedly found heroin and drug paraphernalia on three occupants of a Ford pickup Wednesday afternoon on Route 571 near the Manchester Middle School. While a fourth, was charged with providing false information to police.

Arrested were Scott Neal, 30 and Jessica Hahn, 36 of Toms River, Todd Moeller, 36 of Brick and Michael B. Sokalski, 24 of South Toms River.

Additionally, Moeller had an outstanding arrest warrant, out of North Brunswick, for a prior criminal charge, with bail set at $658.00. Neal also had an active child support warrant issued out of the Ocean County Superior Court with bail set at $17,000.00.

Moeller and Neal were transported to Ocean County Jail in default of bail on outstanding warrants. Sokalsi and Hahn were released on complaint summonses.
