What State Has The Best License Plate?

How would you change New Jersey's License Plate?

Growing up I loved collecting the "Mini-License Plates" in cereal boxes, so I was intrigued by a recent survey as to which State has the "Best" & "Worst" plates.

Carinsurance.com recently took the survey and the winner was Wyoming as best and Delaware as "Worst" .... I like New Jersey's Yellow to White gradient plate....but if you do not, how would you change it ?
