A Somerdale man who thought he was communicating with a 13-year old girl and arranging to meet her for sex, has been arrested and charged, according to a joint statement from Burlington County Prosecutor Scott Coffina and Special Agent-in-Charge of the Newark Field Office of United States Homeland Security Investigations Jason J. Molina.

Richard J. Kostrub, 49, of the 200 block of Hollyoke Road drove from his home in Camden County to the Walmart on Route 70 in Evesham on Tuesday to meet "the girl" he had communicated with on a chat app and texting since last month.

When he got there though, the Burlington County Prosecutor’s Office High-Tech Crimes Unit, the Evesham Township Police Department, and the United States Homeland Security Investigations – Cherry Hill Office, were waiting with handcuffs.

The girl he thought he was talking with, was actually an HSI federal agent.

Law enforcement discovered his nefarious activity and began an investigation.

Before meeting "the girl", Kostrub sent a nude photo of a young girl to that person he thought he would be meeting, and at one point during the chat, he said he wanted to take the girls virginity.

Now, Kostrub is charged following his arrest with Luring (Second Degree), Attempted Sexual Assault (Second Degree), Possession of Child Sexual Abuse Material with Intent to Distribute (Second Degree), Distribution of Child Sexual Abuse Material (Second Degree), Possession of Child Sexual Abuse Material (Third Degree) and Attempted Criminal Sexual Contact (Fourth Degree).

He remains in the Burlington County Jail in Mount Holly pending a detention hearing in Superior Court, with the case being prepared for presentation to a grand jury for possible indictment as well.

Kostrub will be prosecuted by Assistant Prosecutor Stephen Eife, supervisor of the BCPO Special Victims Unit.
