The supervisor at the former Monmouth County Youth Detention Center, his wife and another women were arrested this week as part of a workers' comp fraud case. Ricky and Donna Marter of Manalapan and Christine Bradach of Freehold face charges that range from Theft by Deception and Insurance Fraud to Conspiracy and Perjury counts with regard to a 2010 on the job slip-and-fall accident at the county run facility.

Monmouth County Prosecutor Chris Gramiccioni said their actions allegedly allowed Ricky Marter to collect over $84,000 in Worker's Compensation benefits that he wasn't entitled to. Marter was also allegedly attempting to gain compensation through the state's accidental disability pension claiming permanent and total disability as a result of his 2010 fall.

An investigation by the Monmouth County Prosecutor's Office Financial Crimes and Public Corruption Bureau investigation determined that Ricky and Donna Marter based their claims on numerous physicians accounts as well as sworn testimony from them and Christine Bradach. The county discontinued payments after an internal investigation uncovered an allegedly fraudulent claim.

Ricky Marter is being held in the Monmouth County Correctional Institution, on $75,000 with no option to post 10%. Donna Marter and Christine Bradach are free after posting $75,000 and $35,000 respectively, no 10% option.
