The Monmouth County Prosecutors Office who worked with Eatontown Police announced the arrests of Frederick Reed, 20, of New Castle, Delaware and Perry Veney, 30, of Long Branch, New Jersey on Friday.

Reed and Veney both face First Degree Murder which carries a minimum sentence of 30 years in state prison if convicted and Second Degree Possession of a Weapon for an Unlawful Purpose which carries a maximum 10 years in state prison if convicted.

Veney is also charged with second degree Certain Persons not to have a Weapon which carries a maximum sentence of 10 years in prison if convicted along with a mandatory five-years without parole.

Investigators say that on July 10, 2015 just after midnight they responded to reports of shots fired at the Country Club Apartments by the corner of Tilton Avenue and Country Club Road, where they found Palmer lying in the road.

Palmer was pronounced dead nearly three hours later at Jersey Shore Medical Center.

Reed was taken into custody Wednesday in Delaware and is waiting for extradition back to New Jersey with bail set at $1,100,000.

Veney turned himself into authorities on Friday and is being held at the Monmouth County Correctional Institution on $1,200,000 bail.

Despite these charges, every defendant is presumed innocent, unless and until found guilty beyond a reasonable doubt, following a trial at which the defendant has all of the trial rights guaranteed by the U.S. Constitution and State law.
