NJ man charged with abandoning bloody dog tied to fence

EATONTOWN — A dog abandoned by her owner and left cruelly tethered to a yard fence of the Netpune Township home the family was evicted from has found a new home. The dog's previous owner has been arrested and charged with animal cruelty.

Authorities believed Rosie may have been used as a "bait dog" to train fighting dogs.

Rosie was adopted on Tuesday. A second dog found roaming the yard remains at the shelter. That dog did not suffer the same injuries as Rosie, officials said.

Rosie was found with "gaping wounds, festering infections and low spirits" while tethered to a fence on Monroe Avenue. Authorities said she was suffering gruesome injuries, including bite wounds the size of quarters and abscesses the size of golf balls.

Jasper Tyler, 30, of Neptune, was charged with four counts of animal cruelty, two counts of abandonment and purposely inflicting unnecessary cruelty on an animal.

Ross Licitra, executive director and law enforcement officer for the Monmouth County SPCA, said the agency continues to investigate whether Rosie was used for dog-fighting purposes.
