Gustavo Miranda was charged on November 18 in connection with the November 6 encounter in a Dollar Tree shop. Surveillance images circulated by police led to his apprehension.

A subsequent probe by Toms River police investigator Thomas Grosse linked him to a September 11 episode in the Ocean County Mall parking lot, authorities said.

Miranda is accused of watching a 31-year-old mom and her eight-year-old daughter from inside a car and masturbating as they traversed the lot at about 5:32 PM.

Police said that there was no contact between Miranda and the alleged victims in either case.

Miranda surrendered on November 25 to additional charges of sexual assault, endangering the welfare of a child, and lewdness. The assault charge stems from the fact that the youngster caught sight of the act, police said.

He was released on an additional $100,000 bail, police said.
