David Casdonte is the curator of the project, here's what he had to say...

The Borough of Seaside Heights presents "Art by the Sea Side", a brand new art installation comprised of works of a dozen local artists, and counting. This outdoor exhibit of Seaside-inspired artwork is located next to the new Carousel Pavilion on Sampson Avenue and boardwalk. The FREE art show is now open daily from 12 pm-10 pm, and new pieces from different artists are continually being added.
