A state of the state is supposed to outline a new agenda for the year ahead, although the one Gov. Phil Murphy delivered Tuesday mostly put out markers and promised details later. But one part of the to-do list is decidedly not new: The governor's push for a millionaires tax.

On December 8 1994, a 24-year old woman was found by Long Branch Police dead and barely clothed inside of her bedroom in the apartment she shared with her boyfriend and two young children. Six months later, a man was found dead in a home. Police were able to link these homicides but the case went cold, until now.

A Manchester teen has been charged with matricide.
