With little fanfare during a sparsely attended council meeting Tuesday, Toms River Councilman Mo Hill announced plans to run for the 3rd District Congressional office being vacated by Rep. Jon Runyan in 2014.

Toms River's proposed 2012 budget falls under the two percent cap and with a minimal tax rate increase, but the Township Administrator worries with all the cutting they’ve done there isn’t much left.
