Federal education officials ordered New Jersey to restore millions of dollars in school funding cuts to as many as 81 school districts and charter schools.
After five years of monitoring under a lawsuit settlement, 46 of 76 districts are complying with special education rules. To various degrees, 30 others aren't.
Lawmakers said that New Jersey has accomplished little despite running the schools for the last 27 years in Jersey City, 25 years in Paterson and 20 years in Newark.
