What Is This In Bayville

I've been seeing this in Bayville for years now...I was in the car with one of my friends yesterday and we were talking about this weird, speaker looking thing higher than the telephone polls.  She didn't know what it was either and she always wondered also.

It's right at the light on Rt 9 and Ocean Gate Avenue in Bayville.
