Allan pleaded guilty to a second-degree charge of luring in Ocean County Superior Court in Toms River. He remains incarcerated in the adjacent Ocean County Jail in lieu of $100,000 bail, according to information from the office of County Prosecutor Joseph D. Coronato.

Allan confessed that at the Ocean County Library Stafford Branch on February 7, 2014, he handed a note to the girl, asking her to attend a film with him. The note contained a phone number at which he could be reached.

Undercover detectives intervened, texting Allan in the guise of the preteen. When Allan arrived at the library the following day, expecting to meet her, he instead met investigators who apprehended him without incident.

Investigators were aided by Stafford Township police of the Patrol and Drug Enforcement units.
