The ongoing probe of heroin distribution in Toms River leads investigators to a motel dweller and a companion from out of town.

Edward Vanarkel, 47, who gave the Sun and Sand Motel as his address, and Troy Kelley, 51, of Paterson, were arrested on August 11 by officers conducting surveillance at the inn on Route 37.

Police say that Vanarkel is known to be involved in heroin trafficking. Members of the township's Special Enforcement Team trailed Vanarkel and Kelly from the motel to the nearby Terrace View Apartments, where a brief exchange took place, police said.

As investigators approached the pair, Vanarkel broke away in an attempt to evade officers but was caught a short time later and found to be holding 200 wax folds of heroin, police said. Kelley had more than $700 cash, which police contend are proceeds from sales of the drug.

Both are charged with possession and intent to distribute. Vanarkel also faces counts of resisting arrest and obstruction. Kelley posted $50,000 full bail. Vanarkel was placed in the Ocean County Jail in lieu of $75,000 full bail.
