Senate President Stephen Sweeney has crafted his own plan for how the second round of Superstorm Sandy recovery funds is distributed.

The Democrat's plan calls for more funds to flow to homeowners and renters. It also relies more on local community groups to help get aid to the people who need it.

Housing and community advocates, meanwhile, submitted a letter on Wednesday urging Gov. Chris Christie's administration to improve its draft plan for spending the next round of $1.4 billion.

A plan will be submitted by the state to federal officials after a public comment period.

The administration has been criticized for the slow pace of aid distribution and the lack of transparency in the multi-billion-dollar aid programs.

Christie says federal government bureaucracy has tied the state's hands.
