Twenty pairs of jeans wheel out of Kohl's in Toms River and head down Route 37 - and the clothes, the shopping cart and the suspect remain outside the custody of the law.

Township police have issued surveillance images captured Monday afternoon in an effort to identify the individual who piled the clothes into the cart. He loaded them - cart and all - into the back of a late-model black sedan with temporary New Jersey license plates, and sped east on Route 37, police said.

Investigators responded to a call from loss prevention officers at about 3:20 PM, police said. They estimate the merchandise to be worth about $1,200.
