Police Department spokesman Ralph Stocco said a minivan attempted to brake, but skidded into Elizabeth Raspas near Hazelwood Drive around 8:30 p.m., with the impact causing her head to strike a portion of the passenger side windshield.

The male driver, also from Toms River, has not been charged. "At this time, there is no fault attributed to the driver of the minivan," Stocco said in a press release.

Traffic Safety officer Mark Nater is conducting the investigation, according to Stocco.
