Officials say 25,000 New Jersey residents are caught in a backlog after more than 140,000 successfully applied for Medicaid under the Affordable Care Act.

Another 7,000 residents are still waiting for ID cards.

Human Services Commissioner Jennifer Velez told the Assembly Budget Committee on Monday the enrollment process has been a struggle.

The Star-Ledger reports Velez told the panel the state's 7-year-old automated system is incomplete and "not operational." The state has withheld money from the contractor while they try to work out problems.

Velez says Medicaid enrollees may see the doctor as long as they have a copy of their application.
