Members of the Toms River PD Special Enforcement Team, which has been conducting townwide surveillance, were in the downtown section at about 2:30 PM on June 25 when they homed in on a Nissan Altima that appeared to be repeatedly involved in suspicious activity, police said.

The contraband found in the car during a subsequent road stop has an estimated street value of $13,000, police said.

Morgan was charged with possession of heroin, and possession with intent to distribute over a half-ounce. His bail was set at $75,000, with no option for release on payment of 10 percent.
