Police say that Ramon O. Santos, 44, was pulled over by an officer on Route 35 near Bay Avenue South Monday afternoon, for a cell-phone violation.

He told Patrolman Thomas Caulfield that he was in Brick Township to perform construction work for a company based in Louisiana.

Research at the roadside revealed a no-bail warrant for Santos issued in New Orleans for larceny and theft. He was sent to the Ocean County Jail in Toms River to begin extradition proceedings.

Police urge homeowners rebuilding or renovating in the aftermath of the superstorm to carefully check references of everyone being hired for home repairs. Contractors must be licensed by the state to conduct business in New Jersey.

Report concerns to police in your town or to the Ocean County Prosecutor's Office.
