Impaired Manchester driver strikes car then crashes into trees

Driving under the influence brings charges against a Manchester man who was driving erratically Tuesday night around 5:09 pm when he caused two accidents and destroyed property.

Police say Richard Mosca, 60, started by driving erratically on Route 37 and Northampton Boulevard and nearly struck a Jersey barrier near Bimini Drive in Toms River.

He then hit a parked 2017 Buick Encore on First Street with his 2009 Dodge Ram 1500 Pick-Up and promptly fled the scene

Mosca then turned left onto Commonwealth Boulevard and onto someone's front lawn where he destroyed their mailbox before re-entering the road heading northbound.

He then lost control of the wheel on a sharp right curve and knocked down multiple street signs before stopping on Commonwealth Boulevard near Third Street in the Pine Lake Park section of town after striking a bunch of trees.

The pick-up sustained significant front-end damage and also had several road signs pinned underneath the truck.

Mosca, who police say was not wearing a seat-belt, was alert and conscious when police arrived but needed help getting out of the truck.

He suffered serious head injuries in the crash and was airlifted to Jersey Shore University Medical Center for treatment and evaluation.

Mosca remains in stable condition.

Officers conducting the investigation say Mosca was impaired due to alcohol and/or drugs at the time of the crash and was also found in possession of heroin.

He's facing charges when he is released from the hospital.

This crash is being investigated by Patrolman Ian Bole of the department’s Traffic Safety Unit.

Assisting at the scene were EMTs from Manchester Volunteer First Aid Squad, paramedics from MONOC, and detectives from the Ocean County Sheriff’s Office Crime Scene Investigation (CSI) Unit.
