Abraham Chapnick was indicted by a Monmouth County grand jury for a second-degree charge of knowingly leaving the scene of an accident resulting in death, and a third-degree hindering count, according to information from the office of acting county Prosecutor Chris Grammiccioni.

On March 12, 2014, Charles McHugh, 58, of Spring Lake, was hit from behind by a 1995 black Lexus LS 400 sedan while bicycling on Herberstville Road, investigators said.

Detectives identified Chapnick as the driver through information they developed during the probe. They alleged that he hid his car's damage by garaging it and slapping newspaper over the garage windows.

In the ensuing time, Chapnick moved from Howell to a town in Pennsylvania, authorities said. He posted $150,000 full bail and has been free since his arrest.

If convicted of the second-degree charge, Chapnick risks a state prison sentence of five to 10 years. Conviction on the third-degree charge is punishable by three to five years in prison.
