Toms River police say that Edward Boyer, 33, was under observation by the township's Special Enforcement Team as a result of information they obtained through parallel investigations.

On July 2, after watching a transaction that looked to them like a drug deal at about 6 PM, they initiated a road stop of his car on Route 37 at Longfellow Avenue.

Investigators said that they found 402 wax folds of heroin, five grams of crack cocaine and $812 in the car.

Boyer was charged with heroin and cocaine possession counts and placed in the Ocean County Jail in Toms River, with bail set at $50,000 and no option for release on payment of 10 percent.

His passenger, Lisamarie Franciso, 23, of Seaside Heights, was taken into custody on the strength of an outstanding warrant, police said.

When she was transferred to the Ocean County Jail, she was found to have 20 wax folds of suspected heroin, police said. She also remains incarcerated.
