Spring Lake should repay the Federal Emergency Management Agency (FEMA) $3.2 million of a $7 million grant the Borough received to repair its Sandy-damaged boardwalk, a government audit concluded.

The audit by the Homeland Security Department's inspector general found $2 million of the grant was not spent because the project came in under budget and suggested FEMA recoup the money and use use it for other purposes.

Spring Lake paid $3.5 million for the two-mile boardwalk to be rebuilt, a job FEMA estimated would cost $5.5 million.

The audit also found $1.2 million was spent on equipment, labor, and miscellaneous expenses, but insurance covered $431,507 of that cost. The borough was unable to properly account for some of the expenses, according to the audit.

FEMA has 90 days to respond.
