The percentage of people who say they believe texting or emailing while driving is a very serious threat declined only slightly over the same period. More than 80 percent of those surveyed consider texting while driving a "completely unacceptable behavior," but one in four people admit doing so recently.

The findings are based on national public opinion surveys conducted from 2009 to 2012 by the AAA Foundation for Traffic Safety.

Traffic fatalities rose 5.3 in 2012, totaling more than 34,000 deaths.
