A former business administrator for the West Long Branch School District admits to stealing public funds to pay an intern to do his work for him, but the intern didn't physically show up for work...she was in Florida.

Dennis Kotch pled guilty to charges including official misconduct and theft.

Prosecutors will recommend a probation term for Kotch.
