Today could be the last day rail commuters need to deal with canceled trains due to a manpower shortage.

Governor Christie says legal action was threatened but didn't disclose additional details.

He says he thinks the shortage was a coordinated effort by the train engineers union.

"My suspicion is fed by the fact that once we threatened legal action, all of the sudden we only had one canceled train," said Christie. "As oppose to eight or nine the day before."

The manpower shortage comes at the same time extensive track work is being done at Penn Station.
