With New Jersey communities again under the gun to create or convert living space for affordable housing obligations, state lawmakers in the shore's 30th district craft a bill to revive Regional Contribution Agreements (RCA). Assemblyman Sean Kean contends that RCAs give urban centers needed cash to place housing near mass transit, and help suburbs avoid sprawl that would threaten environment, health and expenses.
